Drafting speed is not the hard part
A language model can produce a polished paragraph in seconds. That makes an old proposal problem more dangerous: confident prose can outrun the evidence behind it. In complex B2B sales, a plausible but unsupported claim is not merely a style defect. It can create contractual, security, delivery, and reputation risk.
The safe unit of reuse is not an answer. It is a governed claim attached to a source, owner, scope, approval state, and review date. Drafting should assemble those units for a specific requirement—not invite a model to recreate corporate truth from memory.
Use a four-state evidence model
Retrieval should default to approved material and expose conditional constraints. Expired content can help locate an owner, but should not silently enter a draft. Missing evidence should create a visible task rather than a generated workaround.
- Approved: current evidence with a named owner, permitted use, and verified source.
- Conditional: valid only for a region, product, architecture, customer type, or contract condition.
- Expired: previously approved but past its review date or superseded by a newer source.
- Missing: the requirement cannot be supported from controlled material and needs an explicit owner decision.
Separate assistance from authority
AI is useful for classifying requirements, finding candidate evidence, detecting contradictions, producing a first controlled draft, checking whether every requirement has an answer, and flagging vague language. It should not make the bid decision, approve a security assertion, change commercial terms, select a customer reference, or submit the response.
Every consequential action needs a named human role. Technical owners approve technical truth. Legal and commercial owners approve commitments. The accountable pursuit leader approves the final response. The system should record those gates instead of hiding them inside a chat history.
Make traceability visible in review
A reviewer should be able to move from a response claim to its source without a forensic search. At minimum, keep the source identifier, content owner, last-reviewed date, and any scope condition adjacent to the drafting workflow. A clean final document may omit internal citations, but the operating record should retain them.
The strongest AI control is organizational: reward a visible gap more than a fabricated completion. When the workflow makes “evidence missing” an acceptable, routable state, the model no longer has to pretend the answer exists.
